Other Credit Card Programs - Canadian cards

Being a Canadian,do any of the credit cards available allow me to apply without a Social Security # ?How about department stores?I couln't get a Dilliard's but got a Target!Would love to get some bonuses.Am a snow bird all winter.THanks
