Although there is currently no rule against buying VX "credit files" from people, it can come back to haunt you. There is a particular scam going on whereby you pay someone for their airline canceled flight credit, and it even appears as though you get the credit.
But you will end up losing the money, and the credit money.
Don't do this unless it's with someone you have good reason to trust.
