You do have access if you're JP Plat or Gold: (http://www.jetairways.com/EN/IN/Uploads/PDF/BenefitsAndPrivileges/JetPrivilege_MemberBenefits.pdf).

Otherwise, you may have to pay for one of the pay-per-use lounges. In Bom and Del, you might as well use one of the restaurants (if you're looking for refreshments), but I don't think either of these airports have shower facilities in the lounge/restaurant.
