It means that the airline has 4 seats to sell in each of the fare buckets. C, J, D are the fare buckets for Business class. In QR C is the most flexible and D the most restricted business class fare.

It also means that you will have plenty of empty seats on your flight and you can move around if you do not like the seat you are in, or at least have the seat next to you empty!:)

Thank you very much for the explanation. I am looking very forward to my flight tomorrow night.

For your future reference, 4 is the Maximum number that any airline will quote in any fare bucket for public consumption. So with this configuration, it means that Business Class for this flight is probably almost entirely empty. The cheaper seats are USUALLY but not always the first to sell.

This might or might not be the case. An airline can still show D4 C4 even when there is no spare seat left. It is also possible that upgrades will fill the cabin so there might not be a free seats.

Booking Class availability is more an indication of how full the cabin is rather than a reliable tool.

Not sure what you mean by "public consumption," but 9 is the maximum number you'll see in most places - such as ExpertFlyer...
