Avis - Downtown Vancouver - Parking Surcharge?

We'll be in BC later this year. Looking at a one-day rental, the rates seem pretty good, but the taxes/fees add more than 50% to the rate for a compact. There's a $10 per rental Parking Surcharge, in addition to all the others I expected to find.
The last time we rented in Vancouver was over a year ago, and I don't recall this fee. Is this an Avis fee, or a Vancouver city fee? I'm guessing it's a Vancouver fee, but I'll check some other rental companies to make sure.
Just wanted to know if anyone here already knew (and would share) the answer.

I have rented from YVR seven times thus far this year from AVIS and no parking fees??? Lots of extra crap etc, but never a parking fee??? The new RAV line is now open, not sure if rates have gone down as more people would use the new RAV line to downtown.

I checked other downtown rental agencies. Alamo - no parking surcharge. Hertz - no parking surcharge. Looks like Avis is alone in adding this extra charge at the downtown locations. Unfortunately, while I prefer Avis, on a one-day rental this clearly influences my choice.

It's yet another "recovery fee" they use to pass on a cost of doing business to the consumer. As far as I've ever known, every company on the planet has revenue and expenses. Revenue is what you make from customers. It goes to pay the expenses. They could just up the rates slightly to recover the same amount of money, instead of creating a fee that just angers people and turns them elsewhere.
Avis and Hertz have both had parking surcharges in Toronto for some time now. They've probably figured out that airport taxes, combined with rapid transit options are driving people to rent cars in the city. So they can add charges to recover costs and as long as the totals stay less than the airports, they'll be able to get away with it.
