Staying at either Ibis or Holidays Inn in Christchurch. Since i'm not picking up my car at the airport, but instead at the downtown Avis office the next day, does either of the hotels offer a complimentary shuttle from the airport to the hotel? If not, whats a good way to get to the city center from the airport? Two travelers.

No complimentary shuttles. There is an airport bus, or cabs aren't too expensive (NZ$30).

Last year I was waiting in Cathedral Square for a $7 minibus ride I saqw advertised on a little billboard in the square (this included a $2 fuel surcharge - really :D) to the airport, when a $5 minibus (the type that has maybe 8 or 10 seats and tows a little enclosed trailer for luggage) pulled up nearby...no recollection of the name or frequency of operation, but appeared to cater for backpackers.
Needless to say I caught the $5 bus, without incident.
Earlier this year I arrived late at night at CHC, and caught a cab not quite to the CBD and it was ~NZD40.
So the minibuses are, or at least were, out there. Sorry I can't recall names or exact pick-up/drop off points.

I forgot to mention there is currently major renovations at CHC which means some of the roads/carparks in front of the terminal are closed. It is all signposted - just perhaps not in the usual spot if you've been there before.

http://www.supershuttle.co.nz Select CHC. Going by the price this is not tuapekastar's backpacker shuttle.
