Several Avis locations in Manhattan do not have gas pumps so you get whatever gas in left in the tank by the last customer.
Unfortunately the agents often enter the tank as full without checking the actual gas level(I guess that's the default on their computer system), so it's important you check your gas tank level against your contract before leaving.
They tell you to return the car with the same amount of gas that was in it when you rented. This is almost impossible to do because every car has different gas mileage and tank capacity.
I understand Avis's problem with locating gas tanks in Manhattan, but the result is that many of their customers get overcharged for gas or give Avis free gas by returning the cars with more gas than they received.
