Cathay Pacific Asia Miles - Different lounge companion policies??

I was just in LAX a couple of days ago, flying back to HK with the family. I am a Gold member, so can bring a guest with me. The check-in agent proactively told me that I can use my "one guest" previlige on my wife. And my 2 kids can get in automatically because they are under 12. Sure enough, when we went to the One World lounge, all 4 of us got in by using just 1 lounge invitation (we flew economy).
This seems to be different from my experiences in the past in Asia. I usually have to beg to bring my 2 kids into the lounge with me, while my wife just hangs out in the terminal somewhere. There doesn't seem to be this "under 12 gets a free pass" thing in Asia as a whole??

The official policy has always been one guest (irregardless of age/dependent children/spouse etc) for OW Emeralds/Sapphire. Anything beyond that is at the agent's discretion.

Yes, but to be more exact, a MPC member's (OP is a MPC member) admittance to a CX lounge, including the joint lounge in LAX, is governed by CX's own rules.

If you are Gold card holder then surely you will know the policy ! and frankly I find it annoying for those of us who pay our way to earn status constantly have people abusing the system who play dumb and know full well that kids are 1 person regardless. I would not even consider exposing my kids to the hassle of me negotiating with a lounge dragon on whether to bring them in. I would simply make sure they are flying on a ticket that gives the lounge access or pay for a lounge to use if free access in not within the ticket price.

OP was offered. He did not negotiate. That means it is a CX's undocumented policy - in this case for CX's own Gold members travelling on CX's own flights departing LAX.
My brother-in-law used to be a DM and could bring his wife and their two kids to the F lounge when the kids were small.
There are undocumented policies and there can also be exceptions granted provided they are not abused.

I would say that bringing in more than you are allowed is commonly known as abusing the system

If they are admitted, they are allowed. While I agree with you, we only know what is printed on the MPC Guide, and do not know what the internal instructions are. I had a family of four flying on J last year. Technically I can only bring two into the F lounge, and one of us should be in the J lounge. The check-in agent simply printed out one invitation, put +3 guests on there and stamped it. She did that without me enquiring. All of us were admitted to the F lounge. This was probably done per internal guideline. I do not see that as abusing the system (like in OP's case).

I wasn't offended! Why should I be?
Unlike some posters, I don't have oodles of money just to ensure my kids can "legally" or "morally" get in a lounge, I know that there are rules and then "rules", and have no qualms about trying to get what I can from a system that is not 100% transparent.
That said, even when my kids were very young, they never bothered anyone on a plane or elsewhere. Even on long haul flights in Y, they were certainly not the ones keeping everyone else awake, pulling on seat backs, etc. And would not be running around amok in the lounge infringing on more "deserving" patrons.
