A link to this is posted on the MCI website (http://www.airtran.com/kansascity/):

$25 off flights to/from Kansas City (http://www.airtran.com/kansascity/)

Book by: August 21, 2009
Fly by: November 20, 2009

Maybe it works like the Florida coupon (http://www.flyertalk.com/forum/airtran-airways-rewards/976578-airtran-coupon-25-off-coupon-travel-florida.html) and there really aren't restrictions on its usage.

Not only do I want to know whether these certificates are good on ALL Airtran routes, but I also want to know whether they can be applied to upgrade fees and baggage and seat selection fees.

No, they cannot be used for baggage or seat selection fees.

Looks like it works for all Airtran flights, same as the Florida coupon.

This is my educated guess about both the Kansas City and Florida $25 gift certificates available on Airtran:

My guess is that the airport authority in Kansas City is underwriting the gift certificates there; and that the Florida state tourism authority is underwriting the gift certificates to and from Florida. If Airtran is reimbused according to the number of certificates used, they are probably indifferent that their computer system accepts them on all routes, rather than just the sponsored routes.

To check this hypothesis, an open records request could be made of the respective governmental bodies (if anyone is interested in checking it out).

While the $25 gift certificates to and from FLORIDA are still being accepted by the Airtran on-line reservation system as of 11 a.m. Tuesday, I am sad to report that the $25 gift certificates to Kansas City are not. If you attempt to use one on a route other than to or from Kansas City, the Airtran on-line system will come back with Code 3006: AuthorizationUnderPayNot Allowed on the final confirmation page. Initially it will apply the $25 discount, but on the final confirmation page the reservation will not go thru.:(
