Finnair Plus - 35 minute layover in Helsinki and baggage

So I have only 35 minutes between flights in Helsinki (Tallinn-Helsinki-Budapest), and there is a strong possibilty that my checked baggage wont make the connection. Once I arrive in Budapest I am almost immediatly leaving to Serbia. If my bag indeed does not make the connection, then will they send it to me to Serbia? Or would I have to organise something myself for my bag to get from Budapest to Serbia?
I looked through the whole Finnair forum and read several short-layover-in-Helsinki posts, and in some cases the bags made it fine. In other cases, they didnt.
Finnair only has a phone number (not so cheap) as a way to contact them, so I figured i'd ask here first.

It's a hit and miss.
I do TLL-HEL-MAN quite regularly. Connection time is 40 minutes. My bags make it just about 50% and go missing about 50%. If the TLL-HEL is a bit early - you'll be probably fine. If it's a dash late - so will your bags.

I think I will probably try to squeeze all my stuff into a carryon. Are there any special hand luggage limitations (smaller then on the bigger planes) on the ATR72 between Tallinn and Helsinki?
If I can't fit all my stuff into a carryon, and have to check in one bag, and it will be delayed, then by the time it will arrive in Hungary, I'm already in Serbia.
Does anyone know the Finnair policy on delivering delayed bags to a country that isnt where my plane landed (and where Finnair doesnt even fly)?

I think there are limitations, but those pieces not deemed acceptable are "delivered at the aircraft" which means exactly that - in TLL you drop it on a cart next to the aircraft and in HEL you pick it up from a similar cart (don't board the bus without it) This way both you and your luggage can make it.
It seems a tad risky to rely on AY to deliver late luggage to Serbia if your destination was BUD. Even if you stayed in BUD it can be risky - we had a case when arriving on Friday (w/o luggage) they called proudly on Sunday evening that the luggage is now in BUD, ready to be delivered to the hotel. Too bad the people were already back in HEL by that time...

Just wondering, if I tie together two bags, which combined are under the cabin baggage limitations, then will it be considered as one bag?
One of the bags is a camera bag, and there is no way I let it go into the luggage hold.

I don't think I've ever seen an "delivery at aircraft" cart on FC anywhere, not in TLL, nor in Finland. Are you sure about this?
For most regional airlines this is standard practice, though.
The overhead bins on the ATRs are rather large so at least my standard sized hardcase roller bag fits fine.
