Hi, i'm looking to hire a car in September for my 21 year old son when i visit Los Angeles. Although i will be traveling with my son on the trip i wish for him to have his own vehicular.

Are there any comapanies that wont charge a surcharge due to him being under 25, if not, a company that is fairly cheap, as we will need it for 2 weeks.

I believe all of the major chains have underage driver fees. A couple of the associations I belong to have codes that theoretically can waive the fee (IIRC, the Aircraft Owners and Pilots Association and Student Advantage, using codes with either Avis or Dollar), so you might check into joining those (they're open enrollment) if you can get the fee waived.

Alternatively, if the two of you don't have auto insurance that provides cover in the U.S., you'll probably need to purchase cover from the rental agency (in most of the U.S., California included, cover is not included in the rental fee). You may be able to use this as a bargaining tool: you're interested in taking their "coverage," but only if they can waive the underage fee. Agents, who usually work on commission, may be willing to work with you on this. (They can't always do so, though.)

Also, with all young renters I feel compelled to provide a couple of notes. First, all the major agencies require that the renter be able to provide a credit card in his or her own name (so you can't provide a card for his rental, unless you go get an additional card issued with his name on it). If he doesn't have a card, the only other option is for you to rent the vehicle and to add him on as an additional driver. Second, most agencies have stricter requirements if the card he presents is a debit card (attached to a banking account with real money in it; Visa Electron cards are often these) as opposed to a credit card (one where you are borrowing money from the card issuer and repaying it later). Some require flight itineraries proving you're not local; some will require an extra deposit on the card for security purposes. Others may want to run a credit check on your credit history before accepting the debit card--not something possible if he is based outside of the U.S. (since he won't have a credit history to pull!), which may result in a denied rental. Be aware of and read all of the terms and conditions on the reservation when making any bookings.
