Hawaii-based Airlines - Interline bags and fees, pay who?

Seperate tickets. Delta (on a Northwest flight) LAX - HNL Go! HNL - LIH
We will have one checked bag each. Want bags checked all the way to LIH. No problem last year, but now there are bag fees. $15.00 each for Delta and $10.00 each for Go!. Will Delta collect the bag fees for both airlines at the check-in counter at LAX?
We won't have the problem coming back, taking Hawaiian LIH - HNL (no bag fee for 1st checked bag)

Only the accepting carrier of the luggage will charge bag fees. So NW, the operating carrier, will impose its charges on your outbound.

So on the outbound LAX-HNL on Delta & HNL-LIH on Go!, I'll only pay Delta-Northwest bag fees and NO bag fees to Go!?
On the return we have Hawaiian LIH-HNL & Delta HNL-LAX. HA does not charge for the first bag on interisland flights. If our bags check through to LAX we have NO bag charges (even to Delta)??
That would be a nice surprise since as economy passengers the airlines nickel and dime us to death.

If the airlines had a way to charge you for interlining, I'm sure they would. But the airlines don't have an easy way to transfer fees that are collected at checkin.
