All Nippon Airways Mileage Club - e-Super Eco Value (eco wari) fares

I'm trying to book a trip to Asia on ANA for this December. When I use the ANA booking tool, it shows availability for the e-Super Eco Value fares, but when I try to select one it gives me an error message "these fares are not published yet". I noticed on the fare description page (http://www.ana.co.jp/wws/us/e/travelservice/reservations/special/09a/sv/e_index.html) it says that these fares are valid until Sep 30. Does that mean that they will never apply to December, or do I just need to wait a few weeks before I book?

I've noticed that their best fares are usually loaded closer to the departure date.

I had some trouble booking flights on the ANA system. I ended up using expedia which was able to get me the eco-wari fare. (No one else seemed to have it loaded).
