I have no idea whether this is true - for all I know these individuals may be halucinating - but figured it was worth asking the experts here....

The second link appears to merely be an extract from the first one, it's word-for-word identical.

It's entirely plausible that American Express solicited customers with a fee-waived offer, just as they solicited customers with 15,000, 25,000, 50,000 and 100,000 point bonuses. This does not mean that anyone who was not invited will be able to obtain a specific deal.

The one that is widely advertised today is 25,000 points.

I got it in 2007 if that makes a difference. They kept sending me a invite and finally I called and they said try it out blah blah so I did.
Maybe 07 it was about 1.5 years before the fee went up
