Other Car Rental Programs/Partners (ie. Alamo, Enterprise, Sixt) - Sixt promo codes not working?

Sixt has a promo advertised on their website for GBP 17.99 per day. I have tried a variety of locations around London from July 13 through the 20th and they all show up as unavailable. Is this promo a fake?
