Hertz has to pay for these 'free' miles from the various travel partners.
Who does Hertz generate the revenue from to pay for these 'freebies' for you?
Mmmmm...after all someone pays for them and it's not Hertz as it gets passed on through rental charges in some form or other.

Doesn't Hertz charge a fee on your bill when you credit the rental to a partner instead of the Hertz plan?

Yes and in my opinion, it is excessive. I don't think the miles are worth the fee.

Hertz also does not give partner miles on pre-paids purchased in the UK (although it does offer very good prices).
They only told me this after my first rental when I inquired about them (they had my DL SkyMiles number on the reservation). They told me that Delta refuses to let them give miles on such reservations -- but I don't believe that.

Hertz issues BD miles on prepaid res booked via flybmi.com. Same with VS booking portal in my experience.
