Hello,
I will be renting a Hertz vehicle in Munich with a personal Capital One platinum VISA card that will cover Collision Damage Waiver (CDW) and Loss Damage Waiver (LDW) and the insurance is considered primary. However, my auto insurance will only cover damage to another vehicle that I cause here in the USA, not in Germany. I need to get coverage in case I damage another vehicle or injure another person. What type of insurance do I ask for at the rental counter? Third party liability? Thanks for any help!!

Well, you need liability but I looked at the Hertz Germany site and only saw CDW & Theft Protection. Just make sure that you tell them you need liability and they should point you in the right direction.
Also, be aware that your credit card company may cover the car but it is not the same as CDW/LDW. They do not provide the CDW/LDW from Hertz. Also, many credit cards provide rental coverage as secondary.
Finally - you may want to consider the theft protection coverage. CDW & LDW are different products. In the US, Hertz offers LDW but CDW appears to be offered in Germany. The difference is that LDW will usually cover anything that happens to the car (e.g. Car is stolen, you're covered) but CDW only covers the car if it was damaged in an actual collision (e.g. Car is stolen, you're not covered).

In Germany (as in most other European countries) you do not need liability insurance; the rental company is required to insure the car.

You should check with Visa. I travel to Germany quite a bit, usually pay with Visa (Chase Mileage Plus) and never pay for extra insurance. Visa will cover except for certainluxury cars. You can call Visa to find out about insurance coverage for rental cars, and which cars are excluded from coverage (e.g. some BMW 5 and 7 series, some MB E-Class, etc).

Credit cards sometimes cover LDW or CDW, but in most cases not third-party liability, which is what the OP is asking for. It also does not depend on "Visa" but on the exact contract you have.
