Avis - Why isn't the CHM program a worldwide benefit?

I often rent in Europe these days, and CHM doesn't mean anything at the locations I rent from. I thought about using Sixt, but I cannot due to corporate contracts.

As we all know, the benefits depend on the location. For instance, AMS is really nice and accomodating, while BRU is not.

I believe some of Hertz' programs are worldwide. Why couldn't Avis do the same thing. It's painful when I pass by a "President's Circle" sign at Hertz, and a nice collection of Mercedes cars and SUV's, knowing that I'm going to get a filthy, cigarette-smelling vehicle at Avis.

Mercedes at Hertz? That probably wouldn't have happened in Germany. Each rental company is different, not only in different locations, but also different countries. Whereas Hertz would be the number one choice in the US for a premium rental car company, it's definitely not in Germany. There you would either go with Sixt or Europcar. Hertz in Germany has more the reputation of Alamo or Budget in the US, since you get cheap cars (Renault, Fiat) and mediocre service most of the time.

Regarding Avis, I think part of the problem is that the European, African and Asian operations belong to another company than the American operations. They both share the same brand, but are totally different entities. As a European Avis Preferred First customer I have also made different experiences in the U.S. than I did in Europe.
