Budget - Victoria, BC rental and no luck with any code

I have tried many of the codes offered for Canada and yet no luck. Not a bit of movement any way. Any thoughts?

The only insight I could offer is that all Vancouver Island Budget locations are franchisees, so they probably opt out of nation-wide promos. The only corporate players in Victoria are Avis and Hertz.

Avis codes don't do a thing either - although on the plus side I can return to the airport (diff. location) for no drop-off fee.
