Budget - Does Fastbreak ever work like Avis Preferrred or Hertz #1 Gold?

I am Avis Preferred and normally rent from them, but lately have found a few good deals with Budget, so I decided to register for Fastbreak, expecting a "look at the board and walk straight to your car" type of experience that is typical of Avis Preferred or Hertz #1 Gold (at least at larger airport locations).

So far, I've been underwhelmed and also surprised at how inconsistent it is from location to location. In BWI, there's a board, but it's never worked the 3 times I've been there, and I end up having to wait in line like everyone else.

Is this confusing mishmash what I can continue to expect from Fastbreak? And if so, is there any way to tell in advance what kind of service I should expect at a particular station?

In my experience it never works like the other big chains (I use National Emerald Aisle mostly). In MCO, for example, there is a fastbreak kiosk but it closes at 11PM. If you're there before 11PM there usually is a 15 minutes line at the kiosk which isn't horrible. Many times I have had a flight that has landed late and I only make it to the counter after 11PM. Word of warning - it can get really bad. Over Memorial Day weekend I got to the counter at 12:15AM and stood in line until 2:20AM. In hindsight I probably should have just paid more money and gone with a different company right on the spot.

I used fastbreak at MCO last month. It took 3 minutes to be on my way after reaching the kiosk. I will be doing this at LAS and SFO next week and hopefully it is just as quick.

I use Fastbreak every week in Houston and i've never had an issue. Works great for me.

In Houston do you just walk to your car, which already contains paperwork, and drive off? (a la Avis/Hertz) Or do you have to visit a kiosk?
