i just learnt that you can get points for recurring monthly bills. Does anybody know if apartment rental checks to the landlord quality as well?

With Amex you an earn points only if you use your card. So if your landlord accepts Amex for payment, then yes.

They're just encouraging you to use your credit card to pay the bills that accept Amex with your Amex. There's nothing special about it other than that.
