I am MPC silver and I was wondering can I use the BA lounge in SFO when I am traveling on CX in Y

MPC Silver is entitled to CX operated business class lounge. Access to BA lounge in SFO will be in accordance to Oneworld T&C which means you will have to be at least Oneworld Sapphire, i.e. MPC Gold.

You will be able to access the BA Lounge at SFO since you are a CX Marco Polo Silver and CX uses the BA Lounge for its passengers.

MPC Silver is entitled to CX/KA lounges while traveling on CX or KA. This is CX own benefit and is not part of OW's.
The SFO BA Terrace is considered a CX lounge prior to CX873/879 departures.
