Looks like WP is looking for ways to raise revenue:
How can I make a reservation?

Booking a reservation is easy. Log onto islandair.com and click the "Reservations" option or call 484-2222 (O'ahu), 800-652-6541 (neighbor islands and North America). Effective May 15, 2009, a booking fee of $5 will apply for all new reservations made through Island Air’s call center. (Fee is per booking, not per passenger.)

Charges effective May 15, 2009
2nd checked bag and higher - $35 per piece
http://www.islandair.com/about-faq.asp

So call center bookings go from $0 -> $5 per ressie
2nd checked bag fees go from $25 -> $35

At least there's still no first checked bag fees.

Here's a comparison of the airlines for interisland travel:
Airline // First Checked Bag Fee // Second Checked Bag Fee // Call Center Ticketing Fee
Island Air (WP) // $0 // $35 // $5
Mokulele Airlines (MW) // $0 // $17 // $5
go! Airlines (YV) // $10 // $17 // $0
Hawaiian (HA) // $0* // $17* // $10*

And have you also seen the new signs that say " your carry-on bag must weigh 16 lbs or less."? As I see it, this is just a consumer unfriendly way to gouge another chunk of change from interisland travelers who already have checked one bag. Heck, most legal rollaboards weigh around 10-12 lbs empty! And since these get plane side checked anyway, it's pretty obvious this is about making $$. I actually had a GA make me check my rollaboard in HNL because it weighed more than 16 lbs.(surprise) despite the fact that if I simply plane side checked, it goes in the same hold!

Yes! On Monday, I flew SEA-HNL-ITO on Hawaiian and they weighed my laptop bag! The agent placed a pink Hawaiian Airlines "Approved Cabin Baggage" tag on the handle.

Naturally, my checked suitcase didn't make the connection and was on the subsequent HNL-ITO flight an hour later.
