Update (Tue 4/27/09 3:53 am): Added Tropicana & my experiences...

$30 in Non-negotiable chips (which play until lost) & a $1 tip slip for the dealers.

...as opposed to "promotional chips" (which disappear after a win).
Planet Hollywood's timeshare pitch gives these out - $150 in chips OR $100 in slot play. I should have taken the slot play instead of the $75-value chips. Live & learn.

Walk up to the Players Club and you should see "Win Chips" cards advertising these offers.

I've done these places.
1) Four Queens - Might have been the smaller $15 for $10 offer.
2) Mandalay Bay - $30 for $20. My chips turned into $87 (+ $5 dealer tips) = $92.
3) Tropicana - $15 for $10 (1/6 months). Lost them all, but ended up winning $15 with my own money.
4) Luxor - $30 for $20.
5) Excalibur - $15 for $10. My $15 turned into $10 + $10 non-neg chips, but ended up at $10.
Unusually, Excalibur gives you 15 $1 chips (instead of $5s), which are handy for craps & roulette.

Did a Sahara $50 for $40 offer (Las Vegas Advisor coupon)...and went up to $118.
On the other hand, went to Red Rock ($100 real & $20 non-negotiable for $100, LVA coupon)...and all $20 non-negotiable chips disappeared at the blackjack table. Value = $0.

Haven't tried these yet:
6) Hard Rock Casino - $30 for $20 (1/year) Their computer system was down Friday night when I visited.
7) Palms (by end of April, once/6 months)

P.S. Interesting less-risky ways to cash these chips out:
a) Play $15 black & $15 red (and maybe $1 on 0/00) on roulette.
b) Play $15 pass & $15 don't pass (and maybe $1 on 12) on craps.

I often use the chips to look for good blackjack situations (e.g. stop playing after the chips die if the cards look bad).

If you get a $5 match-play, to cash-out the $2.40-2.50 value, you can try
a) Play $5 & match on black, Play $7.50 on red (and maybe $0.25-0.50 on 0/00) - roulette.
b) Play $5 & match on pass, Play $7.50 on don't pass (and maybe $0.50-1.00 on 12) - craps.

For the craps player on a $5 match-play (depends on if your table has $0.25 & $0.50 chips)
c) Play $5 & match on don't pass.
- If a point is made, place $6 on the 6, and $6 on the 8. Options are open when the 1st 6/8 hits. Press, collect, and/or down.
- Or if point 4 or 10, place $4-5 on the 4/10. Either you win $5-6 on a crap, or $2-4 on the 4/10.
- 5 & 9 don't pay as well. Placing $5-6 on the 5/9 wins $4-5 on a crap, $2.50-4 on the 5/9.

Interestingly, one writer suggests that blackjack is not a good value for match plays because blackjacks only pay 1-to-1 for the coupon, and that baccarat (if available in low denomination) is the best use of a matchplay.

Just to chime in, I have heard that WinCards are available at Circus Circus and Slots of Fun (Located about 50 feet from one another)

Here is the experience of my friend:

He went to the Slot/Players Club at Circus Circus. He opened a slot/players card at Circus Circus and they gave him 2 vouchers one for Circus Circus and one for Slots of Fun. He says he just needed to take those to the cage and give them $10 and they handed me the chips and the wincards. He says he can do this every month.

When I have in the passed visited Las Vegas, I have stopped by a few places and tried to get these WinCards, but I have been met with blank stares from the Slot/Casino Club Staff, or (if they had heard of wincards) told I needed a coupon from some magazine, but they weren't sure what one....basically not much help. I thought some people might benefit from the experience of my friend. I haven't been in Las Vegas in some while, so maybe Slot/Casino Clubs are more up on these now, but it sounds at least like Circus Circus has its act together. I am anxious now to get back to Las Vegas and try these out.

Interesting. Going to Mandalay later in the week and the gf has never played craps or blackjack. May get this for her and see how it works.

Whether you can bet both sides of a bet seems to depend on the particular table staff and/or pit bosses. At Planet Hollywood, I sometimes can bet both sides at craps, sometimes not. Two days ago, they let me play the following combo:
$25 & coupon - Don't Pass
$15 - Pass (for possible odds bets)
$3 - 3-way Seven (Pays $13)
$2 - Yo

The shooter shot a 7, so I should have just bet pass. But the insurance bets on the don't pass had me break even exactly. The table claimed that they only paid $12 on a 3-way-7 (not $13), but I haven't played craps enough at Planet Hollywood to know if they were making this up. If so, I should have just hopped all three 7's for the correct odds.

A roulette 19-36 and 1-18 combination (e.g. bets further apart than black/red may attract less notice).

Also, strange coupon stuff may be easier if you buy in for $200-300...to tempt the staff/pit boss to let you play.

P.S. Once when I bet $5 black & $5 red with a coupon, green came up & I lost $10. Trouble is that you may not be able to bet less than $5/10 inside to cover the green...

It's a yellow sheet. (There's also a white sheet of coupons which has a free drawing ticket). Ask at the front desk. They seem to be pretty lenient about giving them out.

[Update 10/15/09: Sahara has switched to white sheet coupons (expire 9/30/09, but still using them in October), which need to be turned in at the players club, before going to the Cashier].

At the cashier, they will need
(1) a room key
(2) sometimes they ask for a room number
They don't scan the room key, so don't know if you are making up the room number.

I was able to pick up 11 coupon sheets, and use 6 coupons on my last day in Vegas. Tried to give each coupon to a different cashier. Only 2 asked for room numbers.

Received $300 in chips for $240.

- but they might give this to you if you ask nicely

Palms doesn't have win cards yet (Mon 4/26/09).

They do have win cards for a couple of months now. They are NCV-5 value and you must go through hoops to get them including staying at the hotel.

Mandalay, Luxor, Hard Rock, Excalibur, Palms, Tropicana, Circus Circus, Sahara, Four Queens, Binions are still active AFAIK. Not all of them are Win Card branded including the packet some are more of the 3 for 2 No cash value chips.
