Update (Tue 4/27/09 3:53 am): Added Tropicana & my experiences...
$30 in Non-negotiable chips (which play until lost) & a $1 tip slip for the dealers.
...as opposed to "promotional chips" (which disappear after a win).
Planet Hollywood's timeshare pitch gives these out - $150 in chips OR $100 in slot play. I should have taken the slot play instead of the $75-value chips. Live & learn.
Walk up to the Players Club and you should see "Win Chips" cards advertising these offers.
I've done these places.
1) Four Queens - Might have been the smaller $15 for $10 offer.
2) Mandalay Bay - $30 for $20. My chips turned into $87 (+ $5 dealer tips) = $92.
3) Tropicana - $15 for $10 (1/6 months). Lost them all, but ended up winning $15 with my own money.
4) Luxor - $30 for $20.
5) Excalibur - $15 for $10. My $15 turned into $10 + $10 non-neg chips, but ended up at $10.
Unusually, Excalibur gives you 15 $1 chips (instead of $5s), which are handy for craps & roulette.
Did a Sahara $50 for $40 offer (Las Vegas Advisor coupon)...and went up to $118.
On the other hand, went to Red Rock ($100 real & $20 non-negotiable for $100, LVA coupon)...and all $20 non-negotiable chips disappeared at the blackjack table. Value = $0.
Haven't tried these yet:
6) Hard Rock Casino - $30 for $20 (1/year) Their computer system was down Friday night when I visited.
7) Palms (by end of April, once/6 months)

P.S. Interesting less-risky ways to cash these chips out:
a) Play $15 black & $15 red (and maybe $1 on 0/00) on roulette.
b) Play $15 pass & $15 don't pass (and maybe $1 on 12) on craps.
I often use the chips to look for good blackjack situations (e.g. stop playing after the chips die if the cards look bad).
If you get a $5 match-play, to cash-out the $2.40-2.50 value, you can try
a) Play $5 & match on black, Play $7.50 on red (and maybe $0.25-0.50 on 0/00) - roulette.
b) Play $5 & match on pass, Play $7.50 on don't pass (and maybe $0.50-1.00 on 12) - craps.
For the craps player on a $5 match-play (depends on if your table has $0.25 & $0.50 chips)
c) Play $5 & match on don't pass.
- If a point is made, place $6 on the 6, and $6 on the 8. Options are open when the 1st 6/8 hits. Press, collect, and/or down.
- Or if point 4 or 10, place $4-5 on the 4/10. Either you win $5-6 on a crap, or $2-4 on the 4/10.
