I was wondering if it's possible to upgrade a flight from Premium Economy to Business Class at the airport and if so, how much would it usually cost ? Either HKG to LHR or LHR to HKG. Thanks.

Depending on fare level payed it usually is Change Fee ($100NZD) Plus fare difference. If you ring up NZ now they should be able to give you a idea of how much it will cost.
There wouldn't be many J seats left on the day because if there was most would be snapped up by Airpoints upgrades that have cleared.

If you have sufficient *A miles in a program that participates in *A mileage upgrade program then you could upgrade with miles subject to availability. This would need to be requested in advance though.
