It is an FAA requirement to have minimum distances between seats so PAX can deplane reasonable quick in the event of an emergency. The answer is it's the same at 38" - check SeatGuru to be positive. Only 10A and 10F in the exit rows do not recline; also, 9A and 9F (non-exit row).
