Monkeytrip,
Welcome to FlyerTalk.
What car should I buy, I am on a budget? your question about hotels in DC is just as unproductove as my car queston.
Asking for help finding a 'budget' room in DC and NY isn't going to get you much help. To start with what is your 'budget'? Some consider the the Hilton a cheap hotel when they tyically get a suite at The St. Regis. Others would be looking to save on a motel 6 and stay at a hostel. Still others may opt for the cheapest of all options, couch surfing.
In addition you need to provide dates, a hotel that caters to buisness travelers will be cheaper on the weekend and may even offer a special. Also do you have to be near the Capitol? or would it be ok to stay in Bethesda or Crystal City? Will you be driving? If so you may want to stay somewhere with free parking but away from a metro. If you are flying or taking the train parking isn't an issue, but metro access is.

My little secret is the Hilltop Hostel (http://www.hosteldc.com/). I had traveling companions, so we chose the private room for $60 (a steal for DC), but I think beds in the dorms were $20 per person.
It's clean and nice (very homey) and has comfortable beds, and it's literally just steps (maybe 100 yards directly across the street) from the Takoma station on the Red Line for fast and cheap access (~15 minutes) into the center of DC.
If you're looking for something a bit more upscale, nicer hotels empty out on the weekends (got the Hilton Old Town Alexandria a couple years ago for about $120, IIRC), and you can get good deals on the weekends and great deals through Priceline.

There is always bidding via priceline.com, and the usual suspects like hotels.com and travelocity.com and such.
Hope you'll come back and tell us a little more about you and your expectations/hopes/etc. Lots of helpful people here. We just need a little more input from you.
