Online Travel Booking and Bidding Agencies - What does this booking condition mean?

I book a hotel stay by Expedia and it shows the cancel rules as below,

CXL BY 2 DAYS PRIOR TO ARRIVAL CXL FEE - 1 NIGHT CXL 2 DAYS PRIOR TO ARRIVAL OR FEE OF 1 NIGHT STAY NO TAX

I can understand the last part of rules. Should I pay the penalty of one-night-stay fee for cancellation 2 days before?

I read it that you must cancel with more than 2 days notice. With two or one days notice there is a one nite cancellation fee. I assume no penalty with more than two days notice.
