I recently arrived on an international flight from PPT at AKL.
The luggage is handled by NZ.
I had a domestic connection and was reminded by the NZ staff meeting the flight that all luggage had to be claimed at cleared at AKL before dropping it off at the NZ domestic check-in desk.
My luggage was correctly tagged through to the domestic flight.
Everyone's luggage came off except for about 20 people.
I went to the NZ desk and they made some radio calls.
Apparently NZ baggage handlers too all the domestic transfer bags (with their domestic tags on) to the international transfer area.
They finally brought them but it took 45 minutes.
Bottom line is if you are transferring at AKL onto a domestic flight make sure you ask if your bags were sent to the wrong transfer station if they don't appear.
