Under 25 = extra fee, typically $25. Here's what I recommend:
1) Enterprise might be able to do it a little cheaper. Let me emphasize "a little." They allow you to select the underage surcharge directly on their website.
2) Alamo might be able to do it cheaper, too, but they don't advertise this usually. Enterprise does, because their business model resembles the mom-and-pop used car rental shops they wanted to compete with.
3) Look up some of those mom-and-pop shops in the Orlando area. Their regular rates are typically in Enterprise territory. What sets them apart is that their underage surcharge might be considerably less or even nonexistent, because these cars are not brand new. There may be mileage restrictions, both in terms of daily caps and geography.

Once again:
If your son has a British drivers license then you have much better options by using one of the brokers such as USrentacar or Carhire3000 or Ebookers. They can provide a rental with Budget, Alamo, Dollar etc. It is important to note that for European renters the whole thing works out in a quite different manner as compared to a renter from the US, even though we are talking about a rental in the US.
For Europeans, the brokers provide full-boat packages with 3rd party liability, UMP and LDW/CDW at prices US renters cannot have (and as a European your son's CC will likely not provide any coverge at all). Even if you have a corporate promo code or status it will usually be much cheaper to use the brokers.

Regarding the under 25 aspect and the Mustang issue I don't know. I do know, however, that Budget thas Pt Cruiser convertibles ad Sebring convertibles in their fleet.
Safe driving.

Thanks for the responses to my post ^ I phoned Budget and all is ok for him to rent the mustang for just the under age driver add on $27 per day, got the 6 days for £174 minus the 5% quidco so I am very happy with this price.
