I think it really depends on what the OP wants to do. While I used to live in Beijing and am therefore biased, I've been to Seoul (only once) and thought it was a fantastic and interesting city.

History, culture, hiking, eating Chinese food -- Beijing
Shopping, some sightseeing, relaxing, partying, eating Korean food -- Seoul.

Of course one can do either of the activities above in the other city, but its just my take from a 60000 ft top down view.

I am sure I've opened a can of worms, but although I love Beijing, if the OP wants to be a bit more relaxed on the three-four days, Seoul might be a better option. Its easier to get around and transport IMO, is more efficient (both assuming he/she does not speak Mandarin or Korean).
