Choice Privileges - Gifting rooms - is this new?

I've got a lot of award rooms booked for next month. When I print out the confirmation sheet, I noticed this line: Rate Program: Choice Privileges Reward Night - (An eligible party with identification must occupy the room to qualify for the Choice Privileges Reward Night.) Is this something new? I haven't had any issues in the past with booking rooms for others, as long as I contact the hotel and let them know who's coming and so on.

Or maybe I'm a little vague on just what an "eligible party" is.
