MilesBuzz! - AA International Upgrade Fees

I've gotten conflicting information about intl upgrade fees: Are the fees based on when the seat clears? ($50 or $75) or based on when you request the upgrade. Someone thought that if you requested the upgrade outside of 21 days, that no matter when it cleared there would be no fee - is this true?
