I flown the CX HKG-PER route several times and my travel agent had been able to purchase business class upgrades from CX for about $850 USD. He informed me today that those upgrades are no longer available. I am wondering if CX has the equivalent of AA's eVIP upgrades or something of the sort, an upgrade which I could purchase from someone which works from most regular class tickets...

As for an equivalent of AA's EVIP, no! CX does not have such a program. However, you can search the coupon connecton on FT to trade other means of currency to get your upgrade (if that even exist for CX).
Good luck.

There are NO such things as SWU/EVIPs etc.. on CX and many other 5-4 stars airlines as they still preserved a reasonable premium product. However things might given the current economic state?
You can use Miles for Upgrade on CX. See whether you can trade with someone who has CX Asia Miles
