So I am trying to book a hotel near my clients site but I cannot seem to figure out exactly where this place is (beyond Mexico city) can anyone shed some light on where this might be? I am trying to avoid calling the client and coming off as a stupid American. Does this address even make sense (despite the obvious lack of a postal code)?

Yes, that's a perfectly valid address.
The street is 'Av. de las Telecomunicaciones' (ie, Telecom Avenue).
S/N means 'sin numero', ie house/location without a number - common in industrial areas.
Conjunto CONTEL most likely denotes a business park-like location, Mexican-style of course.
Col. is 'colonia', which means neighborhood
'Delegacion' denotes the political subdivision of the Federal District (DF)
Wikipedia (http://en.wikipedia.org/wiki/Iztapalapa) will show you that the place you're looking for is in south-eastern Mexico City.
They didn't give you a postal code, but there certainly is one, and it will start with 09 (09XXX).
