Hilton HHonors - Double dipping on partial reward stay?

I recently stayed for 4 nights at a Hilton in Germany.
My Double Dip Earnings Style is HHonors Points and Fixed Miles.

1st night was paid for.
2nd, 3rd and 4th were reward redemption.

When stay posted to HHonors there were no Airline Miles.

When I submitted a missing stay request I was told "Your partial reward stay on the arrival date of xxxx is ineligible for miles accrual."

When I queried it I was told, “A "stay" is defined as the total number of consecutive nights spent at the same hotel, whether or not a guest checks out and checks back in again. A HHonors reward stay, even a partial reward stay, is ineligible for mile earnings.”

Is this correct?

I thought that at least the 1st night (paid for) would qualify?

Has nobody else had similiar experiences?

Previously I have always received the miles, usually for the entire stay!

Well, you should have gotten miles, but it does only count for one stay. That is why if you do a MR you have to switch hotels or skip a night.
