Looking for help with choosing an online travel agency to help control costs for a small business in the Phoenix area with travel primarily in the Lower 48.
Am interested in cost control for airfare, hotels and rental cars so reps can book their own travel within predetermined limits (monetary, advance booking, etc).
Is anyone using a site they can recommend or discourage?

We use travelocity business and most appear to be pretty happy with the service.
