Cathay Pacific Asia Miles - Surplus miles after re-issue of award ticket on CX

Just want to check this - before I issued an award ticket using asiamiles on CX I was told that I can re-issue if ticket not used at all, on payment of a fee like US30/40 and on CX flight again, and that if there is surplus miles left (ie new routing uses less miles, I get them re-credied).
Is the re-credit of surplus miles correct?

Slightly different situation though - I do recall that when I was a DM there was some flexibility in this area if the flights involved were CX flights. I never did a complete refund, but I do recall getting a partial refund in the circumstances IncyWincy describes.
even when I was GR a few years ago I remember doing this - re-issuing an award and get the surplus miles re-credited to my account.
but given they could be changing their rules/fees at any time with a few days' notice and almost without any communications to the members, I wouldn't be surprised if this isn't exactly the way it works now, even if you just asked a few months ago.
(BTW - I was having a chat with some CPLP agent just a couple of weeks ago and on this fee change issue, he/she said "oh yes it's increased, but we have given enough notice and time to the members", to which I responded, "oh yeah, just 5 calendar days and it's just mentioned in a small corner of the website which no one really sees in those 5 days" - he/she's then speechless and didn't expect I know the truth. since probably not too many people know it's 5 days only, they seem to have taught the agents to mislead the pax to believe that they have given long enough notice and that it's the pax themselves who overlooked their communications)

The fee change on mileage transfer / ticket re-issuance / mileage renewal was announced in June and implemented in September. I remember that I have posted it here on 4 June:

But the other changes on service fees, e.g. change in redemption list was given at a much shorter notice.
I think so too...maybe the Jun 4 is only for mileage transfer / ticket re-issuance / mileage renewal, and not for redemption group change ? at least now it's all listed in the Aug 27 news effective Sep 1.
and, from all the interactions I had with them so far, from agents to supervisors to CPLP management, no one really denied this 5-day notice period - the only key point I don't agree with them is that they said they would expect people to see that piece of news on their website in those 5 days, which I don't agree...
and, when I questioned why when I first made the booking ~Aug 23 I was not told about the fee increase and was only told the old rates to change redemption group fee, they confirmed that the decision to increase fee (for redemption group at least) was only made ~Aug 27 and so on Aug 23 the agent was telling me the latest information that he/she knew at that time.

Indeed I asked them back before the award was issued and again this morning and they still said they would credit surplus.

Chris and Tedhl, were you refunded the tax and fuel sur-charges? It can be quite substantial these days! Thanks.
I don't really remember...but at that time there's probably no / not much fuel surcharge. but in terms of tax, I was exchanging from a roundtrip award (so there's tax paid) to an upgrade award (no tax most likely?) - but I don't specifically remember getting the tax back - but I could be mistaken. (and yes, if it's now I would be much more persistent and careful about these...)
