Travel Technology - web cam btwn US & Iran

My brother is trying to come up with a Christmas gift that will make his wife and her parents happy - a way to see the family in Iran while they talk on the phone.

Are web connections in Tehran fast enough to support this?
(pardon my ignorance and lack of techno-savvy)

I've used Skype for video and voice conferencing overseas. It works quite well, but I have not tried it between the US and Iran. Both ends need a computer with a webcam and the Skype software installed. Using this setup, there is no connection/conferencing fee at all for the video conferencing.
