The Caribbean - Is SJU considered an International destination from the US?

Quick question regarding Duty Free:

I'll be flying through SJU from IAD in Jan, continuing to a non-US Island. Where is the best place to purchase duty free liquor?
A) at IAD. Can this even be done, as SJU is in the US? If so, and I am connecting, seems I might have an issue getting through security with the liquids...
B) at SJU. Are there may opportunities/deals to be had?

Appreciate any advice...

I cant comment on DC but the booze in the local San Juan supermarkets is almost always cheaper than the SJU "Duty Free" airport booze.

If you have time for an excursion and are a member of Costco, I'd recommend going there. Booze is much, much cheaper!!

Thanks for the responses!

Unfortunately, we will not have the time to leave the airport. We're only connecting in SJU on our way to one of the windward islands.

Back to the question, though: Is SJU considered an international destination for the purposes of buying duty free if leaving from the US?

I know there is some special rule on this which applies to the virgin islands, but not sure about other US territories.

However, since PR is a commonwealth and they are free to form their own trade agreements, it's still technically "duty free" coming to the US and going to another country.

Its still cheaper outside of the airport though. Don't try to make any sense of it.

Liquor at the duty free shops at the airport are for the most part cheaper than prices in NY. Technically, you are only supposed to buy Puerto Rican Rum for domestic travel.

The problem with buying liquor in the supermarkets is that you will have to check you bags.
