how can a US passport-holder obtain a 5-year multiple-entry Taiwan visitor visa? (60-day stay per entry)

or is this no longer available?

Try calling the consolate. When I needed something similar for Korea, I spoke to a gentleman in LA, and had it in my hands within a week.

Trust me in Taiwan that aint going to hapen max you will get at first is 1 year now thay have changed all the rules

I don't think they allow those now. With their changes a few years ago, I think it's now harder to get multiple re-entry 60-day visas, but now they have 30-day visa-exempt to balance that.
