It is not just that they are low fares. It is that there are no yields to many of those cities. Given the choice of operating flights to both SFO and OAK or just SFO, CO and AA have chosen the higher yields and more consistent traffic of SFO. Hard to blame them, really. WN started at OAK 19 years ago and all the carriers operated just fine there until recently.
