I have a AMEX Blue and wanted to transfer 25k points to Skymiles, but I recently found out that I can't because I have Membership Rewards Express and not Membership Rewards.

I want to apply for a MR card and wonder which one has the most inexpensive annual fee? I want to keep it after the first year.

The regular/green card is the least expensive, but it isn't necessarily cheap. I think that it is something like $45 for the card and then some more for the MR program.

the $45 fee doesn't include being in the MR program?

No, you need to get something like the Pref Rew Green, which is like $100 pa.

Here is the link to "First Year Fee Waived" AMEX Preferred Rewards Green Card. Also comes with a decent 5000 AMEX MR point sign-up bonus.

Though I'd argue that the points bonus on the Gold card more than makes up for the annual fee, and, plus, after one year, you can always cancel, go to green, and get the fee waived for the first year there.

You can also enroll your Blue card into the regular Membership Rewards Program that the Green/Gold cards are in for $40 a year by calling Amex. It's a great option if you don't want another card.

I'm curious, if you want a card that transfers points primarily to airlines, such as Delta, why don't you get a Starwood AMX card? The annual fee is waived the first year and then $45. Furthermore, you can transfer miles to many airline programs (though not all) on an one-for-one basis. And, when you transfer 20,000 Starwood points, you receive 25,000 miles.

While good advice for someone starting to collect points now (and who doesn't want to transfer to CO), it doesn't help much for someone like the OP who already has a bunch of points in the program and is trying to get them out.

I have a SPG AMEX. But I have MR EXpress points that I want to use for travel and not pay an annual fee

I think there is a Gold MR card. There is usually a sign up bonus of 25K MR point s and the first year annual fee is waved. After the year it's $150 or something like that.
