Hong Kong authorities has received applications from six airlines for adjusting fuel surcharges or extending the effective periods of the current fuel surcharges. Out of the six, four were revealed: All Nippon Airways (ANA), Cathay Pacific, Nepal Airlines, and Saudi Arabia.

On the other hand, Emirates and Qantas both plans to lower fuel surcharges in October. Qantas plans to decrease up to 15% from the current fuel surcharge, but will not confirm the numbers until the calculations come out at the end of this month.

On the other hand, Hong Kong Express said they will adjust their fuel surcharges to meet Cathay Pacific's if Cathay Pacific lowers it.

If I have a ticket issued for Jan 09 travel, would I be entitled to a refund for the decrease in fuel surcharge?

No. In the same way that you wouldn't be charged the increment if it have gone up.
