As I regularly book hotels/flights for 50+ people in my Company and it is up to me to select the flight/hotel, I would be interested to know if there are any incentive schemes run by airlines/hotel chains which reward the " travel booker". British Airways used to have a Secretary/Personal Assistant reward so that they secretary could also earn miles for selecting their flights but I believe this was discontinued.
As (in my case) it is down to the secretary to book the travel, and in most cases this is business or first class, it would seem a small price to pay to be the "preferred" airline/hotel chain of the secretary.

When arranging group travel on Midwest airlines, the arranger is rewarded with 3,000 bonus miles (at least, this was true last summer). Granted, this may not be the part of the world you are looking for, but it does exist.

The next time sales reps come to visit you from a hotel or travel agent, mention the advantages of why you use there competition. While ur listing those advantages, mention "the various incentive schemes "which reward the guest and arranger !!!

I bet you will be surprised how generous they become when u mention specifics of the competition.
