Why don't RN/iDine care about the opinions of non-VIP diners (ie. those who haven't yet dined 11 times during the year)?
It seems odd for RN not to offer to double the mileage (3+3) for these other members too, if they rated their dines.

Its a loyalty program.. its made to get you to use their program as much as possible. I certainly did my best to hit VIP to maximize my earning.
Its the same as airlines.. why do they only upgrade elites (for the most
part)? Its so you fly more!
PS IMHO It's not that hard to hit VIP (you'll get lots of advice in these threads).

I know it's not hard to hit VIP -- I do it for my own account but it's not worth doing it also for another account belonging to someone else, which I monitor.

You gotta look at it historically and then it'll make more sense.
It used to be that VIPs earned 10 miles per $ outright. Then about a year and a half ago they changed it so that you earn only 5 of those 10 miles automatically and have to rate the restaurant to earn the other 5.
So it's not that they double the miles when you rate, it's that they cut them in half if you don't rate!
So if "rate your dine" was extended to registered-only diners, it would be something like "earn 1 mile per dine from your first dine, and if you're registered rate your dine for an additional 2 miles" or something like that. (The difficulty would be in dividng 3 by half!)

It's really not that hard to become VIP; one can become VIP by "dining" 12 consecutive days on a cup of cofee and charging it to a registered credit card :D That's how I did it when I first started out, though I did get tired of drinking crappy coffee late in the night at a 24 hour diner.

That's what I did to become a VIP. Now I'm doing the same (stopping almost daily for an inexpensive cup of coffee) to help a family member become a VIP. I'm not much of a coffee drinker and don't typically buy coffee but for about $15.00 they'll be a VIP in no time.
