I'm trying to avoid the airport facility and concession fees by renting off-site of SEA. What would be the nearest off-site location where these fees could be avoided? or should I just avoid Hertz altogether. I will be taking the car to Vancouver and back.

I think your best shots are downtown Seattle or Bellevue, WA on the eastside. Both are accessible from the airport via public transit bus: Seattle via Metro Transit 194 or 174 ($1.50-$2.25 depending on time of day). Bellevue via Sound Transit 560 for $2.50. Some walking -- approximately half mile -- will be requires at the end of either.

Chances are you could return to SEA with minimal to no upcharge (but would still be less considering fees at SEA). Same options exist fwith Avis. Note with Avis you could get a discount at non-airport locations using an AMEX card.

I'm using the Kent Exhibition HLE (606 Washington Avenue North
Kent, WA 98031) for my trip in August, returning to SEA with no upcharge. As a bonus, the actual daily rates were somewhere in the neighborhood of half what SEA was quoting. Google Maps claims 6.4 mi / 15 minutes.

EDIT 16-Aug-2008: Just completed this trip, and this location gets high marks in my book. It's co-located with a body shop, but very visibly signed as a Hertz from the road. When I walked in and identified myself to the agent in the side room Hertz rents, she said "Oh, you're the Gold member," walked me back out to the front entrance counter where my keys and rental agreement were waiting pre-printed, and pointed me to the car. I was in and out in two minutes flat. I don't know about mass-transit accessibility (I got a ride this time), but I'll take a taxi to this location without hesitation next time.
