JetBlue TrueBlue - When to purchase ticket?

I have a trip coming up from JFK to SLC for September 4th thru the 8th. I just missed the OCTJET2 coupon which would have saved me $30. I have a few questions
1. Anybody think they will have a promotion again for September?
2. If the fare goes down, what is the fee for getting a credit for the difference (I've heard from one person its $100 another says its the old $40 fee).
3. When should I purchase my ticket? Do you think at $349 all-in its going to go any lower

1. It's only July and since Sept. is a slow travel month as is, we usually see a few fall travel promos launch during the summer.
2. Since JetBlue announced the $100 change fee, they have since dropped (once again) the rebooking fee. As I understand it, you can rebook at the lower fare for no fee once again (yay!) Hopefully a FTer has experienced doing so and can confirm this for sure.
3. Now. Considering that lower fares are once again honored fee-free, you're not risking much in terms of price, especially as you're a regular to B6. This way you'll always have a credit for future travel. I am not sure if the promo codes can be applied as a fare decrease though; I doubt it. $349 r/t all in for a trip of that length is very reasonable considering these absolutely insane oil prices. If you're even a little flexible and depart 9/3 with a 9/9 return (2 extra days total), your fare drops to $279 all in...very cheap. Of course, it would not pay if you are paying for a hotel once over there. But if you're staying at a friend's place, go for it!

Whats the difference between a rebooking and a change? I'd be surprised if this were true. And even if someone says its true...I'd expect to see it in writing and its not on their website.
I am expecting it to be $100 under any circumstance, making it a moot point to rebook in almost every case, since rarely does the O/W fare fall that much.

One is for the exact same flights/dates/origin/destination. The other is for changing any of the above.
Getting your ticket repriced for the exact same flights/dates is free and you get the difference in a credit. Changing any of those costs money.
