Hi,
I will be in Melbourne in a couple of months,
i am 17,
just wondering, am i able to book a hotel room (at any hotel)??

Anyone can book a hotel room on line or via a TA.
I know in some US cities you have to be 18 or 21 to checkin. It varies by city or country.
I would call the hotel and ask them.
When I was under 18, I just made a reservation my mom and I, then I would have my mom call and let the hotel that I would be checking in before her.
It always worked.

Youth-hostels are also an option, and this will work for sure ;) Otherwise it may be the best option if your parents make a reservation since you will need a credit card for an online reservation.

The only hitch I could imagine would be about maybe having to pre-pay for the booking if you do not have a credit card.
If I was 17 and on a holiday in Melbourne I'd look at a few St Kilda youth hostels to both save $, be close to things to do and to meet a few people and hang out while there.
Last time I was there we stayed a night at an apartment-style hotel and a lot of the people there seemed to be late teens, early 20s.
I'd phone and check to see what are the payment options, just in case debit cards need to be charged in advance.
