I have a Hong Kong HKIA Frequent Traveller card and it is great for skipping the queues at immigration. In a few months I will have my family with me. Can I have them use the Frequent Traveller line even though they don't have frequent flyer cards?

I do not think so, they have been very strict when I have used mine.

The agents are told not to make any exceptions, so just go to the regular lines

As mentioned already, the immigration guys at HKG have no hesitation in telling you "no". I have even stood in a longish line when the guy next door had no one there and he refused to take anyone because we didn't qualify for his line. We were all HKIA FT or APEC card holders.

Having said that, they have let my partner accompany me through, even though she has no card, etc, but I have never seen them let a family through, and I have seen them turn many people away.

If the person is nice, you'll get it. I've flown with my son to HKG a few times and at least on arrival immigration, I've been allowed to take him with me into the frequent traveler line.
